The
Head of the National Committee for the
Protection of the Integrity and Anti-Corruption Branch (integrity) in the
Eastern Province Abdulkarim bin Saleh Al Malki on the keenness of the Committee
to make a strategic partnership with the private sector to protect the
integrity and fighting corruption,
This
was in a public lecture held on Monday (6 / February / 2017) Asharqia Chamber titled (the role of the
National Committee in fighting Corruption and achieving integrity, transparency
and mechanisms to enhance cooperation
between them and the private sector), he pointed that the national strategy to fight the corruption and preserve the integrity
urges the commercial and industrial chambers to
prepare plans and programs to raise awareness among businessmen and traders of the
dangers of corruption, its causes, and presenting their views about the
financial and commercial systems and falls under these mechanisms establishing
the principle of transparency and clarity with them, and work to clarify the
government procurement contracts measures, public institutions and contributing
companies.
Al
Malki explained corruption is a behavior of violation of any of the rules and
regulations imposed by the system, which, is corrupted, like all behaviors that
threatens the public interest, by betraying and self interest over the public interest, as
well as the abuse of public office for private gain, all of this is considered
a corruption which is the Committee is trying to fight pointing that corruption
may be administratively, financially or economically.
He
said that corruption is that the powers of workers in the public authorities of the country, especially the
government, and financial corruption is the overall financial deviations and
violations of financial rules and provisions governing the functioning of the
administrative and financial work in the country and its institutions. The economic
corruption is caused by concentration of economic power in monopolistic
entities operating in the total or sector level, and possession of a margin
estimated range in the decisions they make, with weak observation, as well as
corruption, which affects the economic transactions in the sale and purchase
and markets, where there is fraud and manipulation and non fulfillment of
contracts and breaking agreements.
Al
Malki said that the private sector is essential in reducing corruption and that
several studies shows that the protection of the integrity of public sector
employees require strict measures with the private sector employees to punish
them in case of a gift or cash to the employee against the violation of the
system, he explained that the Committee approves the principle of encouraging
the private sector institutions to provide the council with their plans and
programs to protect the integrity and fight
corruption, to benefit from their experiences.
He
stressed that the main goals of the Committee is to provide a corruption free
environment where companies and private sector organizations can practice their
business in comfort and pleasure, and without the need to the additional costs,
both financial (bribe) or moral such as searching for and intermediary) for finish
their business, to achieve this, the Committee looks to private sector employees
cooperate in reporting any administrative corruption or financial in any entity
subject to the terms of reference of the Committee, particularly public works and projects
maintenance, contracts, and any government project was awarded in a manner
contrary to the system of the Committee and government procurement issued by the
Royal Decree No. (m 58) date 1427/ 9/4.
He
pointed that the Committee has established a public administration to receive
complaints, to investigate it, and to take whatever needed within the Committee
is required, and the related regulations and directions, subject to strict
confidentiality when dealing with all the communication, as the Committee has improved a number of policies
and strict procedures to maintain secret
identity of the person, also the Committee created competent management to
review the working methods and procedures in the entities covered by the terms
of reference of the Committee, with a view to simplifying and identify weaknesses
that could lead to corruption, and work on them in order to ensure the
achievement of the goals of the Committee
and the implementation of its terms of reference.
He
stressed that the Committee greatly
considers the transparency and clarity of the procedures, as the transparency
of the most effective means in the fight against financial and administrative
corruption, as indicated in paragraph (3) of the means of implementing the
national strategy to protect the integrity and corruption fighting.
